Nx release requires package?

When using nx release.. I guess it's required to have a package.json for each application..
Currently I only have 1 app (generated from scratch using nx)

The project "client" does not have a package.json available at apps/client/package.json.

if yes... should the file then only contain version?
Should not the package.json be created by default in the application if it's required by the release command?
