[NX Cloud]: provide posibility to retry a single failed task

Hi there,

this might not be the right place for a feature request for Nx Cloud. However I did not find any suitable public place to do so, so I am opening this issue here.

We use Nx cloud in a big monorepo and sadly we have some flaky tasks where we are right now not able to make them stable.

When this happens we need to re-run the whole pipeline. We are already heavily utilizing caching but still with a well populated cache, a re-run takes quite a lot of time.

It would be super convenient if we could just re-run a single task from the Nx Cloud ui.
