Pages of documentation not translated to French

Context

Looking through the Documentation pages of the site, there are many pages not translated to french.

I do not know if leaving those pages untranslated was intentional or not but for the amount of text on the pages, it would be useful if they were translated as well.

For the OCaml's reference manual, before thinking about localization, there is first the question of having a good internationalization process for the manual pipeline. Without such process, I am not sure if it makes sense to have a localized version of the manual for just one version of OCaml.

@gs0510 I don't. I just wanted to know why and suggest a way of getting translations. If the issue raised by @Octachron is addressed then can a solution for translation such as https://crowdin.com/ an option?

My personal opinion for the part that concerns the OCaml reference manual is that this goes far beyond the scope of a medium-sized issue: the translation itself is already a multi-weeks work, then there is the issue of making the translation maintainable which is more an internship-sized work (and that would require some discussion beforehand).

@Lontchi12 This issue is out of scope for noew for the reasons that @Octachron mentioned. You can pick up some other issue.
