Add collection tags to lifecycle #122

In accordance with our STANDARDS, we want our LIFECYCLE automation to apply appropriate tags to managed QCArchive collections.

We expect to apply tags for the following states, based on the current content of the STANDARDS doc:

Lifecycle State QCArchive Tag
"Error Cycling" "inflight"
"Requires Scientific Review" "inflight"
"Archived/Complete" "complete"
"End of Life" "complete"

Do we like this mapping? I think we might want to create a more granular set of tags with a one-to-one mapping, but wanted to get opinions first.

Also, @bennybp, what is the preferred approach for adding/removing tags with the QCPortal client?
