Cached flag for the healthcheck

Currently we always retrieve values from the source (f.e. voldrv) instead of fetching them from the cache. This means the cache isn't leveraged and in a scheduled healthcheck this is quite an overhead. Hence allow an --allow-cache to fetch the data from the cache instead of the source.
