Problem description

When a certain volumedriver node is no longer reachable, the volumes hosted in this node are no longer checked.
Other volumedrivers would pick up on the HA-ed volumes (different healthcheck would perform list_halted_volumes call on this node), but those that are not failing over are never reported as down
