The api_csv.php needs some design choices as well. And the implementation of the $a/action query parameter.

And maybe a way to use less fancy tokens. And IP checking. Then we can safely do non-TLS, which appears to be a lot more stable.

BEWARE: with the flaky http support, we really need to keep the message size down
