packwiz url update [pw file] [new url]
(or packwiz update url)

This would allow it to preserve other tags such as a custom name or whether or not its client side.

This could also be integrated just into the add command, and then have an alias for update put into the add command.

Please let me know if I can clarify further or offer any context.
