Describe the bug
I'm not sure whether this is intentional, but I find it a little confusing that (in Table 366) Title is a Block level structure type but with category (2nd column) Grouping or Block. So there're two piece of information that's not totally consistent. It seems as if it's actually Grouping or Block level structure type, with the current Block level structure type concept only serves spec editorial organizational purpose and does not really take effect technically. Is this true?

If the 2nd column is indeed of greater importance, it seems it's even more confusing that this information is totally gone from the cheat sheet of standard structure types... At least these types have a different category value from their structure type table titles: Title, FENote, Link, Annot, Form, which might worth pointing out from the cheat sheet.
