Admin not maintenance manager

I am not a maintenance manager, but I am an admin. I’m kind of thinking that admin is another role. We should bring across from the main site.

We found that the admin role is coming across, but there is some issue with the permissions check on ving's side. As a workaround, we added admin explicitly to the two permission checking middleware.
