Candidates can be added to a race in 3 ways:

1. When a race and the candidate already exist, open the Edit page of the desired race. Check off the desired candidate.
2. When a race and the candidate already exist, open the Edit page of the desired candidate. Check off the desired race.
3. When a race already exists but the candidate does not, Create a new candidate and check off the desired race. Select Create to create the candidate and add it to the race.
