Can we define certain users to create Polls and other users to vote only

I installed this great SPFx @ https://github.com/pnp/sp-dev-fx-webparts/tree/main/samples/react-quick-poll . but currently we are facing this issue:-

1. All users can create new Polls

but we are trying to achieve the following:-

1. Define a group of users who can create new Polls

2. Define that everyone can vote

so is this possible to achieve ?
