Add actions to create [r] and [python] sections

Once #2493 is finished up we should include actions in the empty sections for the "Python Packages" and "R Packages" views that allow users to create the sections. Since version will be optional at this point this will add a [r] or [python] section and use the active versions of the interpreters.
