Python site has many broken links, but site maintainers are not aware of them,
because:
1. They do not monthly run link scanners
2. It is hard to report broken link

The first problem can be resolved by having a link scanner for python.org
pages. The scanner can also track site structure and structure changes. It can
be tuned to be silent when some links are offline due to maintenance. See also
issue #4

As for the second part, there should be an link to report form (or tracker like
this) available from all site pages. It should be extremely easy to report site
issue (preferably with screenshot - see Chromium/Google for that). No
complicated registration, or use facebook/Google/other id.
