KeyguardManager.isKeyguardSecure = true always.

This one is far more likely to cause Google to do a cat-and-mouse game with you over SafetyNet since you're actively reducing the security of Pay as opposed to merely handling IFOR (Irrational Fear of Root) and its relatives. You might want to shy away from it as it's far less important than custom firmwares.
