Is it possible to show that the bootloader is locked and that it isn't using a custom recovery? Twrp installer has the ability to see what recovery version you have so it'd be safe to assume that Pay can also. An unlocked bootloader would trip safety net if I'm not mistaken.

It would be interesting to see on what devices this actually trips, or if those who are claiming being unlocked is tripping it have accidentally changed something else that caused a trip.
On my Samsung Galaxy Tab S2 SM-T710 (Wifi) as soon as I flash TWRP, system is marked custom and netflix stops working... I don't know much only that this build of TWRP is systemless and that it is SELinux enforcing. Sounds like what you're mentioning here.
