动机

PEP-484 的新特性在社区应用越来越广泛。而且越来越多的工具都在新版本中逐步适配静态类型，并使用 mypy 进行检查。

这么做的目的是为了尽早的在编码阶段发现程序中可能出现的错误。

实施

为仓库本身增加静态类型和 mypy 检查相关逻辑，如 tox 和 CI
为项目模板增加静态类型和类型检查
