format() does not fully validate arguments #131

In particular, the following are accepted as valid:

format('dave') which should complain that:
- format - throw error when the format string contains no format specifiers #256
- format - throw error when no arguments have been passed for formatting #257
format('x is y', 4, 5) which should complain that:
- format - throw error when the format string contains no format specifiers #256
- format - throw error when more arguments have been passed than format specifiers #255
format('x is %d', 1, 7, 9) which should complain that:
- format - throw error when more arguments have been passed than format specifiers #255
