I encountered the same problem. In the end, I used the most troublesome and clumsy method, which was to re-enter all the exercises from the previous 3 units that I had completed on the website into VsCode, and then I unlocked part 4. I just spent 3 hours trying to solve this problem, it was really frustrating. Also, the new parts you complete in VsCode won't sync to the website, but you can see all the exercises you've completed in TestMycode - TMC Organization MOOC Course mooc-programming-24.
