Build with/without INOTIFY #199

Hi.

Some FreeBSD users reported a build issue related with inotify.

I noted that this happens only when they have libinotify installed in their systems (a Samba dependency).

So my question is, inotify is mandatory or optional?
And if it's optional, how is the best approach to disable it at build time?

Need to change the check to use AC_ARG_WITH.
