Automatically Generate JSON files for Version Switchers #335

We'd like to use the PyData theme's version switcher here in our new rapidsai/sphinx-theme.

The version switcher depends on public JSON files to populate its content.

These JSON files can be easily generated dynamically as part of our Netlify deployment process.

I will add an automated step in our existing deploy workflows to generate and publish these JSON files according to the latest RAPIDS versions.
