Cannot install 3.1.2 on macOS 12.4

I got this error when installing 3.1.2

New openssl 1.1.1q fails with:

I fix this with brew:

1. Install [email protected] with brew install [email protected]
2. Configure ruby build options to use openssl from brew export RUBY_CONFIGURE_OPTS="--with-openssl-dir=$(brew --prefix [email protected])"
3. rbenv install 3.1.2
