24H2 Winget deployment breaks network and sound flyout

Steps to reproduce

1. Install MSEdgeRedirect via winget (without administrative permissions in my case)
2. Let the MSEdgeRedirect run as a service/startup app/tray app (sorry I don't know off-hand)
3. Left click the joint Network & Sound icon in the taskbar

✔️ Expected Behavior

Network & Sound Flyout shown

❌ Actual Behavior

No flyout shown

After running MSEdgeRedirect.exe, as admin and going through the wizard, this bug no longer happens. But very confusing to isolate and find the cause here!

This is fixed in the next release
