Custom Background Colour for Modal Display

Currently there is an old issues that was closed without any intervention facebook/react-native#18398

This is still the case in the last version of react, modal can't have their background changed, it was a request feature for some of the react native user and I think it could be good feature to implement now

As of what it seem to be, this could be easily implemented without big change
