emp run -d in Github Actions

We have a Rails server, using empire, with Github Actions for deployment.

After successful deploy, we run migrations. We basically followed the steps in the empire documentation.

When it runs the command emp run -d -a my_app migrate, Github Actions gives the following output:

It is worth noting:

• The same command works when running locally. The problem only occurs in Github Actions
• I tried with and without the-d flag, with similar results
• Any empire command run in Github Actions gives similar output. For example I tried emp run -d -a my_app -- ls
