cross-env is installed as a dev dependency, but is needed for the start script in production.

should be installed as a regular dependency?

I have the same problem. I built a fresh project using docker and got this when trying to run it.

> start
> cross-env NODE_ENV=production react-router-serve ./build/server/index.js

sh: cross-env: not found

Moving cross-env to regular dependencies and rebuilding fixed it.
