Wool touch annoucements sometimes don't happen

When a team touches a wool, there should be an announcement to spectators and members of that team saying '[player name] is carrying the first [colour] wool!'

Often for some reason this announcement doesn't happen. For example in this match only 2 of the 6 wool touches actually resulted in announcements. In this match there weren't any wool touch announcements at all.
