Describe the problem you would like to solve
ABES - https://ror.org/027xymc69 has requested that we produce the ROR data dump in XML format .

Describe the solution you'd like
Produce an official XML version of the ROR data dump alongside the existing JSON version.

ABES further clarified that their overall preference is for an RDF data dump, identified with #125.
