mix rustler.new uses the fallback version

Currently, the dependency definition of rustler_mix is written for use directly in user libraries. As such, all dependencies are "build-time-only" dependencies. However, for mix rustler.new to find the most current crate, req must actually be available. This has to be fixed (and at the same time, we can bump the fallback_version).
