Apparently you can specify a background color, and then two changeable palette colors per line. So the conversion should probably use a background color in addition to the palette colors.

@Thomas-MMJ Do you have the detailed technical documentation on these options? Especially how the encoding is done? I'm not the one who originally coded so I don't know a lot about these options but I've coded a bunch encodings thus far.
