Add support for SPL Governance program interactions to the Solana Agent Kit, enabling agents to participate in and manage DAO governance activities programmatically.

The Solana Agent Kit currently lacks native support for interacting with DAOs and governance systems. Adding SPL Governance integration would enable agents to:

Treasury Operations

Monitor treasury balances
Propose treasury transactions
Execute approved treasury actions
