Externalize power spectrum utilities for TF validation

We should implement some plotting utilities that produce the same layout everywhere, to be added to some utils_plots.py. Those are then used e.g. in the TF validation stage and the sacc plotter stage. Functions should only take low-level arguments such as ells, cells, cells_std, plot_fname.
