[FRR] FRR seems to save staticd.conf twice during copy run start execution

This issue is occuring on 202411 and 202412 images as of now, In FRR after saving the config using copy run start we see the line Configuration saved to /etc/frr/staticd.conf twice on the screen

root@sonic:/home/admin# vtysh -c "copy run start"
Note: this version of vtysh never writes vtysh.conf
Building Configuration...
Configuration saved to /etc/frr//staticd.conf
Configuration saved to /etc/frr/zebra.conf
Configuration saved to /etc/frr/bgpd.conf
Configuration saved to /etc/frr/staticd.conf <-----
root@sonic:/home/admin#

Steps to reproduce:

Run vtysh -c "copy run start" on a 202411 image
