This looks like a problem with the ER diagram, it's using the name of the relationship (DEPENDENTS_OF) as the default verb phrase. Although, there is also the issue of the relationship and entity name Dependent being redundant.
Short term, yes. The translation will still be awkward, but we need to
think about the strategy for these types of cases. I could see it needing
a new annotation to indicate the entity name ("dependent") already reflects
the relationship.
Query: SELECT dependent_name FROM employee AS E, dependent AS D WHERE E.ssn = D.essn
Translation: Select the name of each dependent where the employee dependents of the dependent.
