[enhancement]: Cluster settings

Which feature or improvement would you like to request?

It would be nice if

1- we could update the setting on a single node and it becomes effective on all nodes.
2- we don't have to restart stalwart-mail service everytime there is an update on the server.

At the moment, for many of the settings, we have to do them on all nodes in the cluster one by one and restart stalwart-mail in order for them to be effective.

This is quite counter-intuitive.

We already have a master DB and we should be able to change most of these settings without manually restarting servers or changing them on all servers one by one.
