mass nav header to indicate different modes related to user's role

ds will define a set of user's roles, with explanation for each role

for profile:

• "Public": ...explain what's available in public and what's not available
• "Alliance user": ...an alliance user has logged in and can view their own data compared to ... but should not repost any controlled data etc
• "Admin": ... explain ...

for sjlife:

• "Public": ...explain
• "Privileged user": ... for user who has logged in and DAU verified. they can view /download individual data but should never repost such data etc etc

on mass nav header, display a button in the "button row" e.g. on the left of trash bin on the far right end (as customarily done by websites with login), to print the human-readable user's role so that user is aware of the role and mode at a glance. click on the button to display a tooltip showing ds-supplied notes on this role
