Our usage billing system has some bugs and some UX issues. This task captures the bugs and some enhancements that would improve the experience of trying to understand why a user is being billed for something.

Not all of the sub-issues need to stay in this task - I'm creating this as a starting point for a variety of bugfixes and enhancements so will err on the side of adding stuff to this ticket for now.
