Online 'starting phase' pause menu selection is strange for Cartoon skin #5227

Description

In this menu, with one of two buttons below selected, Up key doesn't navigate to text bar and/or two buttons alongside it, but cycles between 'Back to Race' and 'Exit Race' button.

This does not happen for Classic variants of skins.

There are also other places in the interface where having a focus on the same element and pressing the same button doesn't result in the same other element being selected in Classic and Cartoon. I suppose that is not an intended behaviour.

Steps to reproduce

  1. On any server (local or global), start a game
  2. Invoke pause menu before the start or within 1s from it, so that the menu above appears (otherwise there are other buttons)
  3. Focus on one of two buttons 'Back to Race' or 'Exit Race', then press Up
