I am the owner of a list that uses both obligatory message tagging by senders and Steve Shipway's modlist plugin. There seems to be interference between the two which prevents messages from subscribers on the modlist from being distributed by a moderator.
I should add that sending to the list is reserved for subscribers and that the list is not moderated by default.

Expected behavior
When a message is sent to the list by a subscriber on the modlist, the moderator should be able to distribute it from the web interface or by clicking the appropriate link in the notification email.
Actual behavior
When a message is sent to the list by a subscriber on the modlist, it correctly shows up in the list of messages awaiting moderation.
However, when a moderator clicks the "Distribute" button, they are shown a page requiring them to assign a tag to the message even though it was correctly tagged by the sender. Once that is done and the "Distribute" button has been clicked, the message disappears from the moderation list but is never distributed to the list.
Steps to reproduce
A message is sent by a subscriber on the modlist, with one of the required tags.
A moderator clicks the message in the moderation list of the web interface, then the "Distribute" button.
A page appears requiring the moderator to tag the message. Moderator tags the message (again, as it was already tagged by the sender) and clicks "Distribute".
The message disappears from the moderation list but is not distributed.
