MacOS code signing documentation mentions the following:

Code signing on macOS requries an Apple Developer account which is either paid (99$ per year) or on the free plan.

However, further down in "Downloading the certificate" section the link to Certificates, IDs & Profiles page isn't accessible to non-enrolled accounts making it impossible to download the certificate.

Is there an alternative guide for free (non-enrolled) accounts, or should only the enrolled account be required to code sign the application?

You can self-sign the app which ist free, but also fairly useless. It makes aarch64 Apps run via right click like x86 Apps though. For self signing iirc you don't need any Account though so i'm not sure what the docs are trying to say.

Maybe it was more in the spirit of "there are 2 types but you need the paid one" idk
