The pluggable transports aspect of the TBB has tentacles everywhere.
There are PTConfigs in the bundle packaging repo itself.
There are many elements of the init script dedicated to getting
PT set up and hooked in to tor properly via torrc.
There are external programs that will probably require independent
ports.

This issue should spawn multiple other issues.
