Looks like the code would be a trivial transformation of the existing instructions:

(package! org-super-links
  :recipe (:host github :repo "toshism/org-super-links"))

N.B. This is why I eventually gave up Doom Emacs. It's essentially a complete ecosystem unto itself, given its completely different non-vanilla configuration framework and customization organization as well as the vast amount of packages and tweaks it installs by default. I wish they would just use use-package.
