Does the https://swiftpackageregistry.com/ implement the Swift Package Registry Service?

If yes, How to use it? when I trying to use swiftpackageregistry as Swift Package Registry Service on Jfrog. I found it dose not work

We are currently not a service. I'll leave this ticket open to help track future work.
