For users who may have Internet outages or temporarily lost connection while hoping to remove some software, Welcome prohibits that by informing them about connection issues instead.

An option could be added to allow the user to browse but limited to software removals only. Welcome could always check the Internet status each time before performing install/upgrade actions - otherwise this may cause side-effects and/or broken installations due to loss of Internet.
