This is not a bug. This is feature :)

I'm going to close this issue but for the other people finding this here is the explanation what happened. Top part of the changelist became full of elements like tabs, actions, search, filters ... so there was a need to "optimise" this space.

I decided to hide the actions dropdown unless at least one row is selected. Then user will get action dropdown where it is possible to select the action and run it.

I think there was a misunderstanding in regards to what the issue i was trying to describe was.
The issue was not that the actions menu was not visible unless at least one row was selected.
The issue was that the text describing the actions available for selection in the actions sub menu were invisible unless you hovered the mouse over them.
It seems to be fixed though after the latest updates, as it can be seen below.
