"Submit button text" setting in surveys over-ridden by Admin panel translation #1640

Looking at this survey: https://supply.goodinternet.org/admin/pages/136/edit/

I would expect the submit button to be labelled "Submit" because that is the setting.

However when arriving at the end of the survey the button is labelled "Gönder", which is the setting in the Admin Panel Translations: https://supply.goodinternet.org/admin/translation_manager/translationentry/edit/4377/

Need to know more about why this functions like it does
