CBO Scores for 117s272:
Properly includes CBO score for S. 272
Does not include CBO score for HR. 4894 (116th Congress), >https://www.cbo.gov/publication/56257, which we have identified as an antecedent bill

This may be related to the Congress of the report? We need to look for the whole id of the antecedent bill (e.g. 116hr4894)
