"Auto-add" suggestions to resources

Add a form that takes in a URL. When submitted maybe get details about the web page (like title) and make a Github issue with the title and url... Or we can just have a link to this page and that suggestions be made by changing the code on Github and writing a pull request. This will allow for better screening of people who make suggestions (they would need to have a Github account to make a suggestion which seems like the best way to screen).
