Move RDF Dataset Merge to RDF Semantics or RDF Concepts

As suggested by @gkellogg in #152 (comment), it would make sense to move the RDF Dataset Merge definition to RDF Semantics or Concepts, and reference it from the SPARQL query spec.

Current definition of RDF Dataset Merge in section 18.1.1 RDF Dataset.
