Major changes:

This is a out-of-schedule push to add the embedded mode for compat2021.

Pushing all three services - webapp, processor, and searchcache.

During deployment noticed an issue with staging.wpt.fyi - the tables are misaligned. Sent #2486 to fix this, the new deployment SHA will be whatever that lands as.
